Comprehensive Plan Implementation Committee
(CPIC)

Purpose

The purpose of the Comprehensive Plan Implementation Committee is to guide the technical needs of LINC; ensuring that the broadest possible input and coordination among all levels of government occur; review and evaluate the Comprehensive Plan; make recommendations for Plan revisions to the City-Parish Planning Commission and the City-Parish Council, and finally to implement the Plan.

Process

The LINC Outline adopted by the City-Parish Planning Commission requires CPIC to establish policies, goals, objectives, and strategies for each element of the Comprehensive Plan. Time frames for implementation are important. LINC is a long term view of the Parish and is not constrained by a five year capital improvement program. Cost is a critical factor. Who pays, how much they pay, and when they pay must be identified. Funding options should be provided for all elements of the Comprehensive Plan with preference recommendations for Planning Commission and City-Parish Council evaluation.

Responsibility

CPIC is a permanent committee of LINC. It is a recommending body. It is not a decision making body. The Committee is primarily charged with the responsibility to determine how the Plan might or should be implemented. Final decisions are the prerogative of the City-Parish Planning Commission and the City-Parish Council.

Performance Measures

Each element of LINC will incorporate a mechanism to monitor progress toward implementation. Performance Measures are to be included with each goal and utilized as a periodic evaluation tool.

Procedures

The Committee may organize and undertake its work tasks through appointed subcommittees, but each and all actions must be reviewed and acted on by the full committee within the guidelines established in CPIC's Rules of Policy and Procedures adopted January 20, 2000.
