Consolidated Throughfare Plan

On April 13, 1992 the TPC approved the results of LMATS. The MPO staff at that time completed an update of the Major Throughfare Plan Map for Lafayette Parish. Referred to as the "Strategic Throughfare Plan" (STP), this map was intended to replace the outdated 1978 plan that is currently in use (filed in the clerk of court's office). Local throughfare plans have been very long-range, referring not to a specific year or date, but rather to a condition referred to as "build-out". Throughfare plans are implemented through the development review process. Implementation of the throughfare plan is referenced in both the current City and Parish Subdivision Regulations.

The STP map, was reviewed and recommended for approval and incorporated the facilities recommended by the LMATS plan in 1992. Due to the relatively short time frame of the LMATS plan (i.e., 20 years), staff, at that time, recommended that the Planning Commission and/or Council consider adopting a policy to require right-of-way dedication in all development cases adjacent to facilities identified for improvements under LMATS. It was the intention, that following the adoption of LMATS and the STP, that the document and map be forwarded to all seven local governments for consideration and adoption. However, this was never done.

It is the intention of the MPO, that the MTP of 1978, LMATS and the STP be combined into one "Consolidated Throughfare Plan" for the build-out scenario. The FCTP and TIP would still exist for the purpose of financial constraint.

The initial draft Consolidated Throughfare Plan Map was introduced to the CAC at the May 6th meeting and to the TTC at the May 21st meeting. After CAC recommendation, the TTC will review the recommended changes and send the Plan out for public comment. After the comment period, the TPC will make final recommendations to the MPO. After the MPO adopts the Plan, it will go to the Lafayette City-Parish Consolidated Council and to the area municipalities for their adoption.
