Introduction |
|
LINC Designated Areas are defined by the planning staff as many neighborhoods (subdivisions)
or large property owners in a defined planning area. The main reasons for having Designated
Areas is to allow citizens to engage in a process, informing, involving, assisting, coordinating
and cooperating with citizens in community planning and local government. The focus of this
citizen engagement program is to identify for property owners, residents and businesses
within the target area the problems and opportunities to resolving those problems.

LINC NEIGHBORHOOD PILOT PROGRAM

You are invited to a brief introduction on the Neighborhood Pilot Program
being tested for the area identified on the attached map. The meeting will be
held June 13, 2000 at 6:00 p.m. in the Milton Civic Organization Building in
Picard Park prior to the regular MCO meeting beginning at 7:00 p.m.
The LINC Neighborhood Pilot Program is being tested in conjunction with
the preparation of the Lafayette Parish Comprehensive Plan: Lafayette In a
Century (LINC). This Pilot effort is a seven month experiment to engage citizens
living and working in a limited defined geographical neighborhood area in the
Parish of Lafayette. By "engage"is meant the process of informing, involving,
assisting, coordinating and cooperating with citizens in community planning and
local government. The focus of this citizen engagement program is to identify for
property owners, residents and businesses within the target area the problems and
opportunities to resolving those problems. The objective is to build a bridge between
average citizens on the street and local government through a potential neighborhood
approach. Government is criticized, but government has resource limitations.
You are under no obligation to attend this or any subsequent meetings/workshops
involved in this pilot program. This is strictly a voluntary opportunity for you to
be informed and participate in a process which may impact on the future of your immediate
area and Lafayette Parish.
If your name/address are not properly identified or you have a neighbor who has not
received this letter, corrections will be made over the next several weeks. I look forward
to meeting and working with you over the next seven months. If you have any questions or

LINC NEIGHBORHOOD PILOT SOUTH MEETING NOTICE

There will be a "charrette" for the LINC
Neighborhood Pilot South area on Thursday, June 29, 2000 at 6:30 p.m. in the Milton Civic
Organization Building in Picard Park.
A number of Displays will be available for reference including:
1. New digital color aerial photography of the area
2. 100 Year Flood Hazard Map
3. Consolidated Thoroughfare Plan
4. Land Use Plan (Consultant Recommendations)
The "charrette" will be coordinated by Associate
Professor Tom Sammons and a team of faculty and students with the UL Lafayette Community Design
Workshop. This is your opportunity to become informed and help evaluate the future of your
neighborhood area.
You are under no obligation to attend this or
any subsequent meetings/workshops involved in this pilot program. This is strictly a voluntary
effort to determine public interest in development activity that may directly or indirectly
impact your immediate area.
The objective is to build a bridge between
average citizens on the street and local government through a potential neighborhood approach.

LINC NEIGHBORHOOD PILOT SOUTH MEETING NOTICE

I want to thank those of you who have taken the time
from your busy schedules to write, call and/or attend the meetings for the LINC Neighborhood
Pilot South Area. This is your neighborhood and we will follow your recommendations to the
greatest degree possible. The concerns you have raised and we have focused on are the
following:
1) Kaliste Saloom Road Extension (location and design)
2) Local street network
3) Parks
4) New residential neighborhood development
5) Drainage
6) Preservation of old trees in the area.
7) Pipeline/Power Line easements
8) Commercial location options
The Community Design Workshop has developed four alternative plans for your review and
consideration. These plans will be reviewed in a "gumbo charrette" which will be limited
to 30 people from the area. This is an RSVP meeting. We will be serving gumbo (the
air-conditioning will be set on 60 degrees). If you would like to attend please
contact me at 291-8016 and I will reserve seating on a first call basis. The "gumbo charrette"
will be held Tuesday, July 25, 2000 at 6:30 p.m. in the Milton Civic Club Building in
Picard Park. Again, this will not be a lengthy session.

LINC NEIGHBORHOOD PILOT SOUTH MEETING NOTICE

There will be a meeting on LINC Neighborhood Pilot South Wednesday, June 27, 2001 at 6:00
p.m. in the St. Joseph Church Parish Hall (located directly across from the church on Milton
Avenue/Hwy. 92). I want to thank those of you who have taken the time to write, call, visit
our office and/or attend meetings for the LINC Neighborhood Pilot South Area. This is your
neighborhood. We have completed a review of the recommendations made on the four alternative
plan proposals presented at the Gumbo Charrette held in July of 2000. A final composite plan
for the LINC Pilot South Area has been prepared for your review and consideration. Lafayette
Consolidated Government Departments have also reviewed the new plan (Plan E) without
objections. Your suggestions have been helpful and have been included wherever possible. The
concerns you have raised and we have focused on are the following:

LINC NEIGHBORHOOD PILOT SOUTH

The consensus of opinion at the LINC Neighborhood Pilot South meeting held on
June 27, 2001 was to proceed with the modified Plan E proposal for the area. It was also
noted and determined that the "Pilot" program for the Comprehensive Plan should not be
ended, but continued. With this understanding a Coordinating Team is being established
comprised of not more that fifteen individuals from the LINC Pilot South Area who
represent a cross section of property ownership (developed and undeveloped) as well
as businesses. Automatically, established subdivision organizations within the area
will have seats on the Coordinating Team. To date, these are Riverwood Subdivision
Association President, Chelsea Park Subdivision Association President, and Anastasia
Acres Association President. There are twelve seats remaining. Volunteers are solicited
primarily from land owners and businesses on a first come first appointed basis. Please
contact Mike Hollier or Kirk Trahan at 291-8016 and 291-8007 if you are interested in serving.
The purpose of the Coordinating Team is to continue the work accomplished to date on Plan E
and determine how best to manage and refine the draft Plan to implementation. The Coordinating
Team will meet once a month for not more than one hour. The first meeting will be called when
the first fifteen volunteer members have been identified.
The St. Joseph Church Parish Hall in Milton will be the designated meeting place of the
Coordinating Team until or unless the Team selects a preferred new location. If you have any
