Introduction |
|
LINC Designated Areas are defined by the planning staff as many neighborhoods (subdivisions)
or large property owners in a defined planning area. The main reasons for having Designated
Areas is to allow citizens to engage in a process, informing, involving, assisting, coordinating
and cooperating with citizens in community planning and local government. The focus of this
citizen engagement program is to identify for property owners, residents and businesses
within the target area the problems and opportunities to resolving those problems.

LINC NEIGHBORHOOD PILOT NORTHEAST MEETING NOTICE

You are invited to a brief introduction and Charrette on the LINC Designated Neighborhood Pilot Program # 7 being tested for the area identified on the attached map. The meeting will be held March 7, 2002 at 6:00 p.m. in the Postal Square Building, located at 101 East Cypress Street, Lafayette, Louisiana.
TThe LINC Neighborhood Pilot Program is being tested in conjunction with the preparation of the Lafayette Parish Comprehensive Plan: Lafayette IN a Century (LINC). This Pilot effort is a seven month experiment to engage citizens living and working in a limited defined geographical neighborhood area in the City of Lafayette. By "engage"is meant the process of informing, involving, assisting, coordinating and cooperating with citizens in community planning and local government. The focus of this citizen engagement program is to help identify for property owners, residents and businesses within the target area the problems and the opportunities impacting the neighborhood over both short term and long term periods of time. The objective is to build a bridge between average citizens on the street and local government through a potential neighborhood approach. Government is often criticized, but government has resource limitations.
You are under no obligation to attend this or any subsequent meetings/workshops involved in this pilot program. This is strictly a voluntary opportunity for you to be informed and participate in a process which may impact on the future of your immediate area and Lafayette City-Parish.
If your name/address are not properly identified or you have a neighbor who has not received this letter, corrections will be made over the next several weeks. LINC NEIGHBORHOOD PILOT WEST MEETING NOTICE

There will be a second brief meeting and a "charrette" for the LINC Neighborhood Pilot West
Area on Tuesday, March 26, 2002 at 6:00 p.m. in the Scott City Hall Building, 420 Lions Club Road,
Scott, Louisiana.
A number of Displays will be available for reference
1. New digital color aerial photography of the area
2. 100 Year Flood Hazard Map
3. Consolidated Thoroughfare Plan
4. West Congress Street Extension Alignment
5. Land Use and building maps of the area
The "charrette" will be coordinated by Associate Professor Tom Sammons and a team of faculty
and students with the UL Lafayette Community Design Workshop. This is your opportunity to become
informed and help evaluate the future of your neighborhood area.
You are under no obligation to attend this or any subsequent meetings/workshops involved in
this pilot program. This is strictly a voluntary effort to determine public interest in development
activity that may directly or indirectly impact your immediate area.

LINC NEIGHBORHOOD PILOT WEST MEETING NOTICE

I want to thank those of you who have taken the time from your busy schedules to write, call and/or
attend the meetings for the LINC Neighborhood Pilot West Area. This is your neighborhood area and we
will follow your recommendations to the greatest degree possible. The physical concerns you have
raised and we have focused on are the following:
1) Apollo Road/Le Violon Road/West Brossard Road Extension (location and design)
2) West Congress Street Extension
3) North/South Beltway Alignment
4) New residential neighborhood development
5) Drainage
6) Utilization of vacant farm land.
7) Parks for neighborhoods
8) Limited Commercial location options
9) Land Use
The Community Design Workshop has developed three alternative plans for your review and consideration.
These plans will be reviewed in an effort to consolidate into potentially two proposals. This will not be
a lengthy session.
The LINC Neighborhood Pilot Program is being tested in conjunction with the preparation of the
Lafayette Parish Comprehensive Plan: Lafayette In a Century (LINC). Help build a "community of choice."

LINC NEIGHBORHOOD PILOT WEST MEETING NOTICE

I again want to thank those of you who have taken time to write, call, attend
meetings or come by Postal Square individually to make comments and offer suggestions
to the LINC Neighborhood #6 Plan and the process. In June 2002, property owners, residents
and business owners overwhelmingly narrowed alternatives plans 1, 2, and 3 to a strong
preference for Plan 2 with selected modifications and changes. A final draft plan has now
been completed with specific site options for your review and vote. This is your neighborhood
and it will be your plan.
There will be a meeting held on Wednesday, July 24, 2002 at 6:00 pm in Scott City Hall,
420 Lion's Club Road, Scott, Louisiana to review the proposed final draft plan. Your input and
participation in the process is important. A decision needs to be made to determine if this is
the Plan for formal consideration and adoption by the Planning Commission. A paper vote ballot
will be requested. If you cannot make the meeting there will be an additional one week opportunity
for you to come to Postal Square and vote at your convenience.
Volunteers are requested for establishment of the LINC Neighborhood # 6 Coordinating Team. The
Team is limited to fifteen individuals roughly divided into three representative interest groups:
a) residents b) businesses and c) property owners. Organized neighborhood groups and subdivision
associations have automatic direct representation. It will be the responsibility of the Coordinating
Team to develop, guide and facilitate implementation of the LINC Neighborhood Plan. The Coordinating
Team representatives will be chosen before the end of July 2002. Contact me at 291-8016 if you
