Comprehensive Plan Development
and
Adoption process for Lafayette Parish

1. Organize a Plan Steering Committee to act as an oversight policy committee who will report to the Planning and Zoning Commission. The Committee Members were outlined by Planning Commission Resolution 001-99 adopted on July 14, 1999. According to this resolution, the Committee is to be comprised of twenty-three (23) members, of which, nine (9) members are to be appointed by the Lafayette City-Parish Consolidated Government Administration; nine (9) members to be appointed by the City-Parish Council, one by each council person; and five (5) members to be appointed by the Planning Commission, one be each commissioner. Once the initial Plan is adopted, the Steering Committee dissolves.

2. Form Resource committees to examine specific elements of the Plan who would report to the Planning and Zoning Commission and once the Plan is adopted, would report to the Comprehensive Plan Implementation Committee (CPIC)

3. Resource Committee Members to Represent Each LINC–Pedestrian Advocate; Transportation Technical Committee Chair; Development Manager; Zoning Manager; Planning Manager; Transit Manager; Chair, Recreation Commission; Housing/Neighborhood Services Manager; Department of Public Works Environmental Quality Manager; Department of Public Works Drainage Manager; Utilities Board Representative; Representative of the University of Louisiana at Lafayette Department of Art and Architecture; Lafayette Economic Development Authority Representative; Public Safety Representatives; Representatives of Special Area Districts; Bicycle Club Member; La Department of Natural Resources; Soil and Conservation District Representative; La Department of Wildlife and Fisheries; TCA Cable TV Representative; Slemco; Gulf States; Trans La; AIA/APA Representative; Representative from each Hospital; La Transp. Research Center Representative; Safety Council of Louisiana; Acadian Ambulance; Human Services Division; FHA; La DOTD; Airport Commission; AHBA; YMCA Representative; Council on Agina; La Convention and Visitors Commission; Board of Realtors; LeCentre; Lafayette Parish Public Library; American Red Cross, OCRA; Rebuild Lafayette North; Entergy; Independent Water Districts/Systems; Army Corp of Engineers; and Habitat for Humanity.

4. Organize the Comprehensive Plan Implementation Committee (CPIC) to guide the efforts of the Comprehensive Plan and to ensure that the broadest possible input and coordination among all levels of government occur and to review and evaluate the comprehensive plan and when necessary make recommendations for Plan revisions to the Planning Commission and City-Parish Council. The CPIC would work with the Steering Committee during development of the Plan then become a permanent CPIC Committee after the Plan’s initial adoption. This Committee would meet once or twice a year after the initial adoption of the Plan. Membership of the Committee was designated by Planning Commission Resolution 003-99 on September 13, 1999 and is as follows: Director of Administrative Services; Director of Community Development; Director of Finance; Fire Chief; Director of Planning, Zoning and Codes; Director of Traffic and Transportation; Police Chief; Director of Public Works; Director of Parks and Recreation; Director of Utilities; Lafayette Parish School Board-Superintendent; LEDA; Chamber of Commerce; University of Southwestern Louisiana at Lafayette Administration; City-Parish Council Chair; Town of Broussard Appointee; City of Carencro Appointee; Town of Duson Appointee; City of Scott Appointee; Town of Youngsville Appointee; City-Parish Legal Counsel; Downtown Development Authority; 911 Lafayette Parish Commission District/Office of Emergency Preparedness; Bayou Vermilion District; Lafayette Parish Sheriff’s Office; Arts Council; Lafayette Airport Commission; Louisiana Convention and Visitors Commission; and Lafayette Neighborhoods Economic Development Corporation (LNEDC)-Member to be appointed by board. There is a total of twenty-three (23) members who will serve on this Committee.

5. Hold a series of neighborhood planning meetings to take inventory of current conditions and future needs, and to gather input from citizens (10 meetings total-one each planning district at the onset of plan and at the outcome of plan to discuss existing resources/plan elements)

6. Phase I-Meeting process to allow citizens to identify and prioritize needs for the five planning districts.

7. Phase II-Allow for review and discussion of five planning district plans and to make suggestions for draft LINC plan documents.

8. Draft LINC submittal to Steering Committee.

9. Hold at least one public hearing with notice of at least 10 days in advance for PZC Adoption of Comprehensive Plan by Resolution.

10. City-Parish Council Adoption of Comprehensive Plan by Ordinance. (If the plan is adopted by resolution then the plan needs to go to public referendum)

11. Certified copies of Plan filed with Louisiana State Planning Office, Local Legislative Body and Clerk of Court.

12. Implementation of plan by Lead Agencies (Resource Committee Members who are responsible for individual elements).

13. Follow Plan Amendment Process for Annual Updates and Five-Year Updates.
