The Plan Amendment Process for the city and parish of Lafayette describes the process that must be adhered to when adopting Plan Amendments proposed by either an annual review or a five-year update to the Comprehensive Plan. The process involves the following steps:
1.Development of Plan Amendments by the Planning Division Staff under the direction of the CPIC;
2.A public hearing to gather CPIC recommendations on Plan Amendments to be forwarded to the Planning Commission;
3.A public hearing by the Planning Commission on the proposed amendments with action taken before the amendment proceeds to the Council;
4.Submittal of Plan Amendments are forwarded to the City-Parish Council within 60 days (by applicable district);
5.Not less that two public hearings on the Plan Amendments by the City-Parish Council. The hearings must be held at least one month apart;
6.Adoption or rejection of some or all of the Plan Amendments by the City-Parish Council within 60 days of the final public hearing;
Any action recommended by a City-Parish Department that is in conflict with the Comprehensive Plan must be submitted to the Planning and Zoning Commission, if appropriate. The Commission rules on the recommendation and forwards its ruling to the City-Parish Council. The Council then must hold public hearings on the matter, after which it sustains or overrules the approval or disapproval of the Planning Commission. A two-thirds vote of the City-Parish Council is needed before changes can be made to the Comprehensive Plan. Upon approval of two-thirds of the Council, the plan is amended to reflect the modification.
