Citizen Participation

LINC will reflect the vision that city-parish residents have for their Parish. Citizen participation in the Plan Amendment Process is imperative if the plan is to remain an effective document. A mechanism for citizen involvement must be built into the Plan Amendment Process. Public hearing requirements are included in the amendment adoption process as specified in the LINC Amendment Adoption Process, however, citizens must have access to the amendment process from the beginning.

Citizens should have the opportunity to initiate Plan Amendments. Forms for submittal of plan amendments by residents should be developed, along with information describing the process and time frame for reviewing proposed Plan Amendments. Public information sessions and workshops could be used to ensure communication and input from interested parties. These informal channels of citizen input, along with the required public hearings, will further the concept that the Comprehensive Plan is citizen based.
