Structure of the Plan

LINC will be structured into sections: plan summary; the LINC Report (concept plans for each district) with three special chapter reports; and 12 Plan Elements. The Plan Summary will provide a brief overview of the Comprehensive Plan and will be made available to the public. The LINC Report will offer a more concise narrative on the overall Comprehensive Plan for the future of the city and parish. The Special Chapter Reports will consist of the financial statement, capital improvement program and other implementation elements. Plan Elements will be the individual technical reports that will address existing conditions and issues. The Elements are further divided into goals, objectives, policies and action Items.

Goals are broad and general statements of desired future conditions that aid and guide the decision-making process. Goals are intended to identify the basic type of urban environment that is desired by the majority of citizens in the community.

Objectives are specific statements about future conditions or results that should be achieved in order to attain goals that have been set. Objectives are worded so that achievement can be measured. (Development of Performance Measures)

Policies are specific recommendations, plans and standards that are used in making decisions about future actions and programs. Policies are specific guidelines for implementing the Comprehensive Plan.

Action Items serve as strategies for implementing the Comprehensive Plan. Action Items are assigned to various City-Parish Lead Agencies, which use them as a method for addressing the goals, objectives and policies of the Plan.

The 12 LINCs of the plan are: Transportation LINC; Land-Use LINC; Recreation/Open Space LINC; Housing/Neighborhood LINC; Public Services LINC; Environmental LINC; Drainage LINC; Utilities LINC; Urban Design LINC; Cultural LINC; Economic Development LINC; and the Special Area LINC.

The plan contains three special chapters, which describe implementation aspects for specific portions of the plan. The Special Chapters are: Capital Finance and Capital Improvements Program, which addresses the financial implementation of the plan; Plan Amendment Process, which will outline methods for updating and amending the plan; and the Transitions Element, which examines how projects that were in various stages of development during the drafting of the Plan are addressed and implemented into the plan.

The five-year update process would present an overview of the progress of the plan during its first five years, and accomplishments to date. Furthermore, future projects for the next five years also will be identified.
